Horw's Urban Planning: A Digital Transformation in Uncertain Times

In response to pandemic constraints, we innovatively transitioned the public urban planning process for the town of Horw into a digital space. Our primary goal was to ensure that over 12,500 inhabitants of Horw could easily access, understand, and participate in the urban development discussions.

Development of digital civic engagement in urban planning – Project at Metron

Challenge

The pandemic eliminated the possibility of traditional face-to-face participation events. Yet, urban planning decisions, which inherently impact residents, required participation both by societal custom and legal mandate. How do you transition a typically face-to-face process online, ensuring accessibility and understanding for all?

Digital Transition

The website was swiftly conceptualized and became the primary hub for residents to obtain information regarding the urban planning initiatives. It also served as a gateway for them to partake in opinion surveys, making civic engagement seamless in a digital age.

Bringing Clarity

To simplify the intricate and technical aspects of urban planning, we crafted a series of total of 10 explanatory videos. Using a blend of animated maps, illustrations, interviews, and drone footages, these videos provided concise yet comprehensive insights into the planning topics.

A pivotal focus of our team was to effectively communicate complex urban planning subjects to the general population. By leveraging visual aids and clear narration, we transformed often convoluted topics into digestible information that allowed a fully digital participation.
